The short answer
| Option | Free | Works in Russia |
|---|---|---|
| Daily Google Flow credits | a few short clips a day | no, you need a VPN and a non-Russian account |
| Free Gemini | no video, according to most sources | no |
| Google AI subscription trial | sometimes | you need a foreign card |
| Russian services with pay-per-clip pricing | no, but a clip costs from 35 rubles | yes |
Google Flow: daily credits
Flow is Google’s service for creating video with Veo. Every account gets daily free credits, about 50 a day as of autumn 2026. The Veo modes spend them differently: the lower Lite mode is the cheapest, Fast costs more, and the top Quality mode costs the most. On the free limit you can realistically make a few clips on Lite.
Limitations:
- credits do not accumulate: if you do not spend them today, tomorrow you get the same limit again;
- the top Veo 3.1 mode is almost out of reach on free credits;
- Flow officially does not work in Russia. You need a VPN and a Google account not tied to a Russian payment profile.
Free Gemini
According to most sources, the free Gemini app has no video generation: it comes with paid Google AI plans. Other figures circulate too, but there is no official confirmation for them. And Gemini is officially unavailable in Russia as well.
Google AI trial
Google periodically offers a trial of its Google AI subscription. But activating it requires a card, and Google does not accept Russian ones. How to pay for the subscription: how to pay for Google Veo and Flow from Russia.
Without a VPN: pay per clip
Services that connect Veo via API work from Russia without a VPN. It is not free, but a test clip costs about as much as a cup of coffee, and you pay only for what you generate. Prices on KADR:
| Model | Settings | Tokens per clip | Rubles |
|---|---|---|---|
| Veo 3.1 Lite | 720p, 4 s, with sound | 22 | ~35 |
| Veo 3.1 Lite | 720p, 6 s, with sound | 33 | ~52 |
| Veo 3.1 Lite | 1080p, 6 s, with sound | 53 | ~84 |
| Veo 3.1 Fast | 720p, 6 s, with sound | 66 | ~104 |
Prices on KADR, October 2026. This is not a public offer.
The plus for Russia: no VPN, no foreign account and no subscription. The minus: it is not free.
How to get the most out of free clips
- Start with Veo 3.1 Lite and a short duration.
- One action and one camera move. A complex scene breaks more often, and the free attempt is wasted.
- Describe the sound. Veo generates video together with sound: specify the background, music or a line of dialogue in quotation marks.
- Use prompt help. On KADR the «Improve» button is free (up to 3 times a day even with a zero balance): it rewrites the prompt and suggests settings.

When the free allowance runs out
Veo 3.1 Lite in 1080p on KADR costs about 84 rubles for 6 seconds with sound, Veo 3.1 Fast about 126 rubles, the top Veo 3.1 about 417 rubles. No subscription, you pay only for clips. The difference between modes is covered in the Veo 3.1 review, and free options for other models in the article free AI video generators.
In short
There is no unlimited free Veo. Google gives daily credits in Flow for a few short clips, but from Russia this does not work without a VPN and a non-Russian account. Without a VPN, the easiest way to try Veo is through Russian services with pay-per-clip pricing: on KADR, Veo 3.1 Lite costs from 35 rubles. Start with Lite and simple scenes so your free attempts are not wasted.
