How to pay for Google Veo 3.1 and Flow from Russia: the Google AI subscription, methods and risks

Alen founder of KADR Updated 2026-10-11 4 min read

Google Veo 3.1 is sold through the Google AI subscription (the Pro and Ultra plans) and works in the Flow service. From Russia this route has two obstacles: Russia is not on the list of countries where Flow is available, and Google has not accepted Russian bank cards since 2022. So a subscription requires a foreign card and a Google payments profile in another country, or an intermediary. Google AI Pro costs 19.99 dollars a month, Ultra from 99.99 dollars. Below we look at the methods, the risk of an account block and an option without a Google subscription.

Where Veo 3.1 lives

At Google, the Veo 3.1 video model is available in three places:

  • Flow is Google’s video creation service. The main route for regular users.
  • The Gemini app, with limited capabilities.
  • The Gemini API for developers, paid per second of video.

Access to Flow comes with a Google AI subscription. That is what you have to pay for.

Google AI plans

Plan Price per month What it gives for video
Free 0 daily Flow credits that do not accumulate
Google AI Pro 19.99 $ 1000 Flow credits per month
Google AI Ultra from 99.99 $ more credits and a lower price on Veo modes
Google AI Ultra, top tier 199.99 $ maximum limits

As of autumn 2026, some of the credit figures are published by third-party sites rather than Google. Check the current terms in the Flow help. This is not a public offer.

Two obstacles for Russia

1. Region. Russia is not on the list of countries where Flow officially works. The restriction often triggers not by IP but by the country of the Google payments profile, so a VPN alone is not enough.

2. Payment. Google has not accepted Russian bank cards since 2022. Subscriptions through Google Play are blocked for Russian users too.

Method 1. A foreign card and payments profile

You need a foreign bank card in your name and a Google payments profile in that card’s country.

Pros: an official subscription on your account, full access to Flow.

Cons: the card has to be issued and topped up. You cannot change the country of a Google payments profile at any moment, and frequent country switches trigger checks.

Method 2. An intermediary

An intermediary sets up the subscription for rubles. There are two schemes: payment on your account or a separate account with a subscription.

Risks:

  • if you give access to your main Google account, the intermediary gets access to your mail, files and everything else;
  • Google may restrict an account with a suspicious change of country or payments profile;
  • there are no guarantees from Google, and a refund depends only on the intermediary.

Tip: do not use your main Google account for this. Create a separate one.

The general logic of choosing an intermediary and calculating the overpayment is in the article on how to pay for AI services from Russia.

Method 3. Veo 3.1 through a Russian aggregator

Russian aggregators connect Veo 3.1 through Google’s official API. The same model does the generation, so the clip quality is the same.

Pros: rubles with a Russian card, no VPN, no payments profile in another country, no risk to your main Google account. You can compare Veo with Seedance and Kling in one window.

Cons: you will not have Flow’s tools (the editing timeline, scenes, extending clips in Google’s interface).

Which method to choose

  • You need Flow with all its tools and work in it constantly → a foreign card and a separate account.
  • You want to try Flow once → an intermediary, but on a separate account.
  • You need the Veo model itself without Flow’s tools → an aggregator with payment in rubles.

In short

At Google, Veo 3.1 is sold through the Google AI subscription and works in Flow. From Russia two things get in the way: Flow is officially unavailable, and Google does not accept Russian cards. The working options are a foreign card with a payments profile in another country, an intermediary on a separate account, or a Russian aggregator where Veo is available for rubles without a subscription.

Frequently asked questions

Can I pay for Google AI Pro with a Russian card?
No. Google has not accepted Russian bank cards since 2022, and subscription purchases through Google Play are blocked for Russia too. You need a foreign card or an intermediary.
Is Google Flow available in Russia?
Officially no: Russia is not on Flow's list of supported countries. Besides a VPN, you need a Google payments profile in another country, otherwise the service may show an error saying it is not available in your region.
How much does Veo 3.1 cost in a Google subscription?
As of autumn 2026, Google AI Pro costs 19.99 dollars a month and includes 1000 Flow credits. Google AI Ultra costs from 99.99 dollars, and there is a 199.99-dollar plan with higher limits. On top of that each account gets daily free Flow credits that do not accumulate.
Is a VPN enough to use Flow from Russia?
No. A Google payments profile is tied to a country, and changing your IP alone will not let you buy a subscription. Frequent switching between countries may trigger additional account checks.
Can I use Veo 3.1 without a Google subscription?
Yes, through Russian aggregators that connect Veo 3.1 through Google's API. You pay in rubles per generation, without a VPN or a foreign payments profile.
What does my Google account risk if I pay through an intermediary?
If the subscription is set up on your main account through someone else's payments profile or another country, Google may restrict the account. For experiments it is safer to use a separate account, not the one with your mail and important files.

Veo 3.1 without a Google subscription

KADR offers Veo 3.1, Veo 3.1 Fast and Lite for rubles with a Russian card, without a VPN or a foreign payments profile. Seedance and Kling are right there to compare. Tokens never expire.
